Program Officer (Social Mobilization and Advocacy)

The Program Officer for Social Mobilization and Advocacy will be focusing on identifying, coordinating, and collaborating with networks and organizations involved in policymaking or endorsing issues aligned with IHRI’s advocacy goals. This position plays a key role in leading the development and execution of an annual advocacy plan aimed at influencing policy change in alignment with IHRI’s objectives. Additionally, the position will be responsible for creating and providing tools, materials, and information sheets for effective social mobilization activities.

1. Identify, establish, and maintain relationships with networks and organizations involved in policymaking and endorsement of relevant issues.
2. Collaborate with key stakeholders to leverage support for IHRI’s advocacy goals.
3. Foster partnerships to enhance the impact of policy advocacy initiatives.
4. Identify and prioritize policy issues from stakeholders and relevant units.
5. Lead the formulation of an annual advocacy plan, strategically designed to influence policy changes in line with IHRI’s objectives.
6. Coordinate with stakeholders or related government agencies and implement activities outlined in the advocacy plan to effectively drive policy change.
7. Monitor and evaluate the progress and impact of advocacy initiatives on policy outcomes.
8. Collaborate with the Social Mobilization team to align policy advocacy efforts with broader advocacy and mobilization strategies.
9. Provide necessary support and information to contribute to evidence-based advocacy initiatives.
10. Identify needs from target audiences (stakeholders and related units) for materials and/or resources to be used in particular advocacy activities.
11. Create a plan for the development and distribution of the identified materials/resources
12. Collaborate with technical resource persons/experts to develop material content and ensure its accuracy and quality.
13. Coordinate with Communications and Marketing Unit to support the design and production of the materials.
14. Assign tasks to the Program Assistant to ensure the smooth implementation of overall activities and the delivery of planned results.
15. Systematically monitor progress and offer guidance to the Program Assistant.
16. Perform other tasks as assigned.

1. Bachelor or Master’s degree in public health, social sciences, or related field
2. At least 3 years of experiences in policy advocacy or working with government agencies
3. Experience on health issues.
4. Experience on generating the policy documents or advocacy materials
5. Experience of working in a complex international and cross-cultural environment
6. Expertise in designing, implementing, and evaluating mobilization activities.
7. Awareness of commitment to organization principles
8. Engage in continuous learning and knowledge sharing
9. Negotiation, relationship management skills
10. Superior writing and presentation skills in both English and Thai
11. Budgeting skills and detail oriented
